Test failures on shielded jacks.

    Test failures on shielded jacks that are not obvious mis-wires, are often the result of shorts caused by the use of tools other than flush cutters to trim the wires after they are seated in the wire dresser.  Use of tools other than flush cutters leaves long wire ends that short to the metallic jack body resulting in test failures.
